That is to upgrade pre DLC exotics to the damage/armour rating of post dlc exotics. It resets all perks and Bungie has admitted that it wasn't supposed to work like this and most likely will be changed in HoW. But for post dlc exotics it just resets all perks so there is no point in doing it at all.
