This is what would have help the most:
full raid gear normal set
Full raid gear hard set
Just like the ships have their be two sets of gear that get you to 32. It would increase replay value and ensure better various 8 gear items on top of 12 exotics leads to much better variations

Short of IB pvp doesn't need max level or any level really and IB offers max level gear so I think that's working just fine

The thing is people know that level doesn't matter in the crucible yet people can't bring themselves to drop levels just to get PVP perks.
