So it is fair
You can get lv 32 with pve and pvp
I mostly play pve becouse i cant play during the week
To be good in pvp you need skill and EXPERIENCE, in pve its the same.
The difference is that you can do pvp alone and pve many players need help.
So i think its fine how it is
