No, it is the Archon from the HoW (House of Wolves). The Queen killed their Kell and became the Kell of the HoW. The Archon Priest refused to bow down to her so she locked him in the Prison of Elders on the Reef. The House of Winter later raided the Prison of Elders, capturing the Archon for their house. While houses have their differences, I am sure the Archon Priest was more than happy to be with fellow Fallen again.
