For me it only one shots on hard if you reactivly reload it when you only have 2 rounds in reserve. So example. You have 5 in the clip and 2 in reserve. 7 total. If you get a kill on the last round of 5 then reload it you will get the glass half full perk and reactive reload to stack. At this point it can one shot the hard oracles. SGA When you get a kill with any gun using reactive road WAIT to reload because you do not lose the ability until you actually reload the gun. I do this all the time I get a kill and hold on to my bonus till the very end.
