If you're talking PvP...then Plan C and Pocket Infinite are the go to choices. For PvE...well, like I said....who compares which fusion rifle to use when everyone has an Ice Breaker already?? Pretorian Foil just isn't good enough to use in PvE or PvP. It doesn't stand out over the other options...
