I believe raids should be higher then vender gear but the old raids should not get you to max level, or add a new system in where by breaking down the raid current raid gear you are given a shard/energy that allows you to add the new light level and power. I personally like the VOG titan gear better then Crota gear but it's useless

Raid weapons/armor should break down into a Legendary Weapon/Armor Core with the current levels, aka a Oversoul Edict provides a 331 Weapon Core and a helmet provides a light level 36 Armor Core. Then you take them to either the Weaponsmith or yout Vanguard mentor, spend some materials and the core to upgrade them.
