An Extra Hard mode should be introduced, Exactly the same mechanics but at level 33. With this raid you can get the drops at level 32/331 (Normal & hard still drop old gear). For upgrading current Weapons/armor every raid completion drops one VoG commendation which has the ability to upgrade your old level 30/300 gear to 32/331. This means its not an instant jump for everyone with lower level gear when the expansion comes but also keeps the old raids relevant. You could also add the delay we've seen for the crux just to make sure we don't see people leveling up quickly with commendations or/and make commendations armor/weapon specific.
