Welcome to what we call a constantly evolving meta game. Bungie is doing the right thing, but they're not giving the right reasons. At least once a quarter a patch needs to come out to topple the reigning most popular while keeping the background weapons relevant. I.e. The next patch needs to slightly buff AR and Scout rifle damage, while nerfing hand cannon range and pulse damage by ~2%, which would make scouts the new number 1. And then do something similar in July/August. This keeps the game fresh and gives people a reason to gather good weapons beyond simple collecting.
