By this, I mean either take the top 5 exotics as established by a player vote and have one available a week through this system, or better yet, have a rotating exotic weapon engram (I mean rotating through the types of weapons) that requires a raid commendation obtained by completing a certain number of raid bounties. That would be fun.

I like the rotating idea, make it feel like a true supplementation to Xur's normal inventory. Just take a poll to determine the most desired exotics and make some type of rotating list... Engrams would also be fun, maintain the random drop theme.
