This has been asked for many times over from day one of the release. It doesn't look like we're getting anything if The Dark Below is any indication. Maybe Destiny 2? It kills me the top notch voice talents they got for this title and you rarely hear them saying more than one or two sentences.

And why can't I talk to different people in the tower so that I can I don't know learn some info on the different races or the different factions the different enemies or find out what happened while I was dead and as I'm learning all this they fade to a cutscene for each thing. Make me want to play not to level up but to learn more about the life of the game that's all I'm asking

I know it's so annoying you can go hours playing before your ghost actually says something. It's just you being a mute the whole time. Like what's the deal did he rake a vow of silence that says I will be quite the whole time unless some one really important talks to me.
