Where it says about time can be fixed, I think that refers to the timer when u get ur super, a vengeance I think it's called and where it says people have been here before, is referring to guardians that died there, one survived and made his light into the relic, part of the story that can be found in the grimoire cards, not actual players.
Hopefully this makes sense to you, I am writing this whilst falling asleep.
Oh and about the time thing, notice the time for unlimited supers after u beat atheon stays around 23 seconds for a while?
