No, he is not. You dont know what a true voice actor is. Morgan Freeman will always sound like Morgan freeman. Just like patrick stewart will always soind like himself. They are great actors, but not voice actors. True voice actors have range. Watch the movie [b]I know that voice[/b] and maybe you can learn what a true voice actor is, it's on netflix.

If you voice an animated character, you are a voice actor. Thats the definition. Theres no such thing as a "true" voice actor. You have voice actor, then you have really GOOD voice actors, such as Dee Bradley Baker.

No, Just because peter dinklage voiced the ghost, it does not make him a "true" voice actor! He is an excellent actor, but not a good voice actor. John dimaggio is an excellent voice actor that has shown Range and knows how to voice act, it's an art in its own. That's what I mean by True voice acting.
