They said they didn't want people to feel having a full team made it more difficult andv that they understood how it made it more difficult for solo players.

It still increased per player, but if all 3 of you are actually shooting it doesn't feel like it's increasing. A player's gun > difficulty increase But an AFK player makes it harder for the others.
