I agree and disagree.
The will lash already one shot low tier enemies so a stacked reload with field scout seems more ideal as your putting out more bullets with the dramatically reduced stacked reload.
It also seems like a fine line though and either getting crowd control or a stackable reload with outlaw would be the perfect lash roll.

Depending on the enemy, you won't one shot unless you have crowd control.
