Yeah he's trolling. I'd rather try and land 3 well placed Icebreaker/rocket launcher hits while he's down than 3 or 4 half assed Golden Gun shots, as powerful as they might be. I'll use Golden Gun if I'm out of ammo and there's still a few seconds left before he gets back up but it's not go-to choice.
