A Plasma Gun! Or a club (instead of a shotgun). A whip (gun) would be cool too...but it cause little damage, it would be more of a CC on the target, forcing it to stay grounded and helpless for a bit--repeatedly pressing melee would help the target break free sooner (if you are the target). Since NPCs can't really press melee, they'd be hindered a bit longer.
