This happened only because of a surge of information caused by Oryx, that disrupted multiple signals and overloaded parts of his mind core. He now travels from planet to planet destroying and capturing Vex, he has never met another free-willed Vex nor heard of one. Parador is quite civilized for a machine of war and for some reason does not want to fight the light, probably due to the fact that he isn't powerful enough to challenge them.
