hoods and cloaks

Anybody got any tips or suggestions where to get the hoods and cloaks for hunters? I haven't even gotten one yet!

    in Platinums all ghosts locations tutorial videos on youtube, the first one in watch tower, when his doing first 4 locations try those npc's - i cant remember which one exactly it was but i stumbled upon when talking to him, they will be close to the ghosts...
