Okay serious question. With Agent Locke, is he apart of ONI or the UNSC? Didn't his armor have an ONI symbol on it? However in the cutscene with Arbiter in MCC he says "The UNSC wants him back" hinting that he may be working for the UNSC to bring back John-117. Is Locke apart of ONI working with the UNSC? Or is he directly apart of the UNSC to get Chief?
