So, back before the BR55HBSR, the M392 DMR was the UNSC's premiere marksman rifle. It was used by every military branch of the UNSC. When the BR55HBSR came to the market towards the end of the war, it was so effective and useful, that every branch adopted it as their primary marksman rifle, except for the Army, who stuck with the M392 DMR. In Halo Reach, you are a part of NOBLE Team. A SPECWARCOM commando team. SPECWARCOM falls under UNICOM, which deals with terrestrial military forces, including the Air Force, Wet Navy, and Army. Whereas the Master Chief and the other SPARTAN-IIs are with NAVSPECWEP, which falls under NAVCOM. That's why in Halo CE you don't encounter the DMR.
