Has 343 mentioned the state of ODSTs? Are they still special forces or did ODSTs get absorbed into the Spartan IV program?

The very best were integrated into the spartan iv program, notable examples include buck AMD palmer (palmer was the first). Few odsts were however (5%ish)

I think there was others, reach also has a minor reference (and appearance) for him being considered as a possible S-III as well

His voice is used in Halo 5's gameplay for one of the male Spartan-IVs as well, so it seems like more than an easter egg.
