Okay serious question.
With Agent Locke, is he apart of ONI or the UNSC?
Didn't his armor have an ONI symbol on it? However in the cutscene with Arbiter in MCC he says "The UNSC wants him back" hinting that he may be working for the UNSC to bring back John-117.
Is Locke apart of ONI working with the UNSC? Or is he directly apart of the UNSC to get Chief?

He's with ONI, though his exact intentions are unclear. All we know is that Chief is missing and Locke is tracking him down.

His HUNTER armor does have an ONI emblem. But his orders to bring John in possibly came from both the UNSC and ONI collectively.

The MJOLNIR GEN. 2 /HUNTER variant is the armor that Locke wears in Halo 5 Guardians and H2A's cutscenes. It was confirmed on Halo Waypoint.
