Now I have a question.
If halo wars came before halo CE, wouldn't there already be sights of the flood in halo ce? So if it did come before it would make you think that if the flood had come in contact the UNSC wouldn't ONI have tactics for beating the flood?

As Sgregory44 correctly pointed out, only the Spirit of Fire knew of the Flood. Because they lost their slipspace drive, they were unable to return to UNSC space and warn them of a new threat. The existence of the Flood would be unknown to the UNSC until 2552 as a result.

The Spirit of Fire in Halo Wars never made contact with anybody else before they were lost. Nobody knew except for them.
