Blessing of the Speaker
I have noticed a higher percentage of blue engrams becoming legendary engrams while this blessing is equipped. You can purchase this item from the Speaker. I would suggest handing in between 5-10 blue engrams while this is equipped, but Ive also noticed a higher drop rate of blue engrams during gameplay. Give it try!

Blessing of the Speaker seems to work. Lots of Blues. Blessing of the Gifted may be worth checking out too if you have not already. i have used it the last two nights and noticed a SIGNIFICANT increase. (3 exotic / 9 legendary within a 24 hour period) granted it may be pure coincidence but my nightly spoils usually consist of brown engrams & green auto rifles so this certainly caught my attention.
