Why aren't YOU using Shotguns in PVE?
Do share, why don't you use them? And I'd rather have more specific reason than "I don't like them" (which is a valid reason ofcourse), because I'm curious why don't you like them.

The level design makes it so that close quarters is suicide. Most of pve activity every week is the raids and the nighfall/weekly heroic, then a small fraction for daily bounties. Why don't we use shotgun in nightfall or raids, because its suicide.
