Create Your Dream Exotic Weapon
I don't completely know about balancing, but basic rules:
No 1 shot kills at any range w/o precision damage.
No overpowered abilities (Ill be the judge of that)
No other rules noted

My Humble Opinion
Excuse Me Sir, May I Speak?
Exotic Sniper Rifle
Primary Weapon
Possesses No Scope (Not a noscoping gun)
Precision damage is lowered to slightly better than scout rifle (x2.5 instead of x10 or whatever snipers get)
Has small iron sights, akin to a hand cannon, but a little more archaic, and slightly larger
Has a mid length 9 shot magazine (also aesthetically on the bottom)
First Perk: Luck in the chamber
Exotic Perk: Humbling Opinion (Precision hits overpenetrate, Precision kills make the target explode and increase reload speed, as well as granting a damage bonus)
Bolt Action Sniper, Increased Reload time and you have to unscope to reload between shots (Happens automatically)
1st option set(Normally scopes, but this has no scope)

Edited by Kirito: 2/9/2015 4:49:50 AMAn exotic handcannon named Godslayer. This handcannon would be made out of the glass in the Vault of Glass where Atheon is at. It would be a solar handcannon. It would have the sights or whatever Thorn has. It's three main perks would be Return to Sender, Field Scout, and then it's special perk would be called "Godslayer." This perk would have the ability saying: Whenever this weapon kills something it triggers a miniature explosion of raw power that would also do solar damage and it would do about 1k damage. Also, the "Godslayer" perk for every precision kill give a increased damage and reload speed buff that has a max of 3x stack and each one last 10 seconds. As far as it's base stats go this weapon would be similar to that of Fatebringer or Thorn. Also, as most exotic weapons have a hidden perk as would this weapon. Since it's name is Godslayer it's hidden perk would be that every round in every mag has a 1% chance to instantly kill the enemy it hits (Excluding raid bosses).
