So in the grimore, gjallarhorn is built and forged from the armor of those who have fallen in the battle of twilight gap.
In the the battle of twilight gap, hunters refuse to go into battle. It was only warlocks and Titans...
And gjallarhorn is a weapon that is meant to be gifted to the survivors of the battle of twilight gap...
So why do hunters have the reward if they didn't contribute?
The hunter's leader gave order to retreat early in the battle. Some hunters still fought though.

These are hunters that spawn AFTER twilight gap. Therefore have a chance to prove themselves as worthy to own the Gjallarhorn. Even if it was just 1 hunter (Ana) that went to battle, that in itself makes hunters worthy to own one anyway.

Don't come here with story content!! Unfortunately there is absolutely no story throughout the game. I mean yeah, when you first played it there was a little bit, but for me that's months ago... I would love class specific weapons with a story behind it... But there is no story :-( we guardians- good, they aliens- bad. That's it!!

A better question is why would you be using Gjallarhorn in the crucible over a more favorable one that you could use all the time over every 3-5min and thats if you even get the ammo

The heavy for hunters should be sniper rifles. Warlocks look best with the horn imho.
