I agree with you. I personally am a 32. 9/10 raids I am the first and usually only person to volunteer for the relic on hard Templar, gatekeepers, and I take it every time I get teleported on atheon. I feel like if you are level 30+ and you can't use the relic, then don't do the hard raid because you don't belong there.
