Because a secondary should hit hard without you having to be within melee distance of something strong. Your not using a secondary on dregs or thralls (unless you use 1 in the abyss) so it's usually on a boss or yellow health bar enemy and shotguns put you too close without doing significant enough damage to warrant using one.
