1) You can't land precision shots on shields.
2) Enemies that move fairly quickly and/or are quick to take cover.
3) When enemies are bigger distance apart from each other.
Yes, sniper rifles in general are situational. But it's rather asinine to not get the point just because of that. Icebreaker is a horrible PvP sniper rifle while Praedyth's Revenge is a great one.

1) not every shield is solar. You should be using a primary with burn to take a shield down anyway 2) they move quickly but not very far and never stay hidden for long 3) maps aren't huge, so an enemy being on the other side of the map didn't mean much. Bh has less recoil and hits just as hard. Special ammo drops all the time. What's asinine is to waste an exotic slot for the sole purpose off ammo regen when it drops off of every other creator you kill.

Not just about the ammo regen but the mag size as well. I'm not saying that BH isn't better in some situations. I simply don't think it's better than IB in every situation. And sometimes, being able to use an exotic heavy or primary isn't that important, especially in situations in which BH isn't as good to begin with.

You actually can land precision shots on a shield, damage isn't yellow, no. Still is indeed a precision shot according to black hammer after landing 3 shots in a row to head of a Captain who's Shield was still up on the first shot.
