Yea and there aren't cities on Mars or venus, it's sci-fi with space magic, Mercury could be habitable with the proper shielding. It's also a vex planet so they could've changed some shit.
But whoever is saying Venus is hotter than Mercury is a damn fool.
Edit: turns out I'm the damn fool, thanks ubn for providing facts, Venus is about 35 kelvin hotter than Mercury due to its atmosphere trapping the solar heat.

You'd need one hell of a heat/radiation shield. Even assuming you could build an insulated structure on the surface to protect you from heat, you'd still need an electromagnetic field stronger than the Earth's natural one to survive the radiation. But if we're throwing space magic into the mix anything is possible.
