Well, it wasn't exactly a secret before it is just starting to get popular. It is a pretty obvious strategy. It is a strategy, but that doesn't mean it's not a little scummy. Granted, that team is void of any intelligence so this example is pretty moot. Balanced? Sure is. Competetive? Not a chance. Crucible, Control in particular, should be more about map control and spawn manipulation rather than constant super spam. This will be pointless when the Inferno Playlists drops, so then no one will be able to complain. Regardless, this boils down to the other team not being able to identify the start and either leaving or force the team to come to them, which may or may not even have worked.
