The scatter bombs don't truly originate from the sky. They're a variant from the actual rocket itself, like cluster bombs but instead of just falling on the ground they create a cloud above enemies. These rockets would be for enemies that fly like Omnigul that way your damage doesn't just go to waste falling on the ground.

I see what you mean. So it's basically a variant of a cluster bomb. Maybe give it a proximity explosion to insure that it won't miss.
