You earned those weapons from Vault of Glass, yes you can earn it easily now they're level 32 doing a 30 raid. If they were to upgrade the damages on these weapons at least make a 31/32 raid or make something like xur, to upgrade a weapon from xur you need the weapon, for vault why not you need 3x the weapon and glimmer and ascendent energy to upgrade it.
