That's the entire point of the IB guns. They are good guns you can reroll until you get the exact perks you want from it. It's not as broken as it sounds.. You have to waste 2 bullets, you can then kill 1 person before you have to reload. If you have to reload with your sniper and it's more than one opponent, your likely dead. 90% of the time it's best to use it like a regular sniper, just remembering on that last shot, you can hit them anywhere.
