No, the whole point is that the Precursors virtually created neural physics.
They can create and destroy life as they see fit.
They could literally take the form of Abaloth, just 10 times worse than she already is.

Not before she controls them
-
Yes, easily so too. Precursors can bend matter and life as they see fit.
-
So can celestials
-
No, the celestials can't.
-
Yes they can, proof precursors can? They got beat by forerunners.

Lol. Your lack of education on the subject kills me. The Precursors allowed themselves to be beaten. If you'd like to provide evidence of the celestials creating sentient life I'd love to see it. Read up. http://halo.wikia.com/wiki/Precursor http://halo.wikia.com/wiki/Halo:_Cryptum http://halo.wikia.com/wiki/Halo:_Silentium http://halo.wikia.com/wiki/Halo:_Primordium
↑ Bestiarum, page 26: Tier 0: Transsentient As the [Forerunners] had no examples of civilizations with technological accomplishment greater than themselves - with the exception of the Precursors - this is a theoretical ceiling. They can travel intergalactic and accelerate evolution of intelligent life. These may be creatures of legend. http://halo.wikia.com/wiki/Bestiarum
I can't read that since I just started the trilogy but ice never heard of them ever being able to take the form of anything, Abeloth can literally control them quite easily, and they won't be able to control Abeloth since she is immune.

They can bend life. They've taken the form of a preservation powder. The Primordial.
