Is there a reason why some Spartans used armor variants that don't reflect their actual combat role? For example, Emile's EVA armor and Kat's Air Assault and fj/para armor. Wouldn't another armor permutation have been more beneficial to them?

While EVA is suited for, well, EVA, you need to remember that it provides a HUGE FOV, which is crucial in CQC.

So the UNSC allowed the Spartans to make these personal choices over just issuing the cqb or cqc armor variants to fit their role?
