He used the essences to drive his mechanical Promethean Knights, which were supplemented by the low level AI Crawlers and Watchers. So why is the evidence of the Didact's attack on New Phoenix in the Knights' memories? That's because all the Promethean Knights you face in Spartan Ops are driven by the composed souls of New Phoenix's residents.
