Is there any known info on the prospect of a Spartan-V program equipped with mk vii armor? (I know its unlikely with the MK VIi costing more than a [longsword?])

Nope. Spartan-IV program is just fine right now, it has only been in-service a few years and has been shown to work so there's no reason to start a Spartan-V program which would have no notable differences from the current iteration.
