There is one major difference between mercs and soldiers. Soldiers unify under one banner for one cause. Mercs don't have a banner that they all unify under. They don't offer allegiance to anything other than themselves and the coin.
Titans unify to protect the city. Hunters go lone wolf and scavenge from the fallen foes.
