What you are seeing is developers and publishers looking for a way to make more money out of their product.
To put it in perspective, I and many other gamers, have spent much more than $100 on a game. Typically in the PC game arena. Activision and Bungie realize this and have split the core game across several monetized installments. What you are demonizing is probably going to be the new "normal" of console gaming.
I am not philosophically supporting or condemning the idea, but in truth I have already supported this model by purchasing the game and the DLC and will likely continue to do so. On this issue you vote with your wallet, and by that measure this game looks to be a resounding success. Only time will tell the true story.
