The Nanosuits were designed with a specific set of functions; one of them was to gather data about the ceph (specifically), and I'm betting they only did this so well because they were reverse-engineered ceph-tech to begin with. They don't learn new tricks from their opponents--the upgrades in-game are intentional and done through specific materials--and they certainly never just got stronger by fighting stronger enemies.
