Shotgun, but not primarily (Hand cannons ftw) it's just too effective in crucible, it is way better than fusion rifles since if you miss 1 of the 7 projectiles of the burst you will die 90% of the time even with fast charging coils Exception: I always use sniper rifles on combined arms (Black hammer sh!ts on any kind of veichle and it's almost 1 shot body kill on guardians - 183 damage)
