She failed her mission.She wants to finish what she started.
She dislikes her because of how she's been portrayed by ONI, and she feels she has ulterior motives. Which were later proven true.

Ok. That makes sense. What doesn't, however, is this part. Halsey has been portrayed the same way to everyone aboard the Infinity, yet Palmer acts openly hostile towards Halsey, making her dislike of her very obvious. Everyone else, regardless of their feelings toward her, remains calm and collected. The way Palmer acts suggests a very deeply rooted and personal hatred toward Halsey.
