I think the MIDA is one of the top Scout Rifles in the game. I was using it exclusively, until I got the Hawkmoon for the Nightfall this week, and will most likely use it exclusively again when I get my third character up to snuff.
Edit: Possibly the best Scout Rifle in the game.
