I do have it and I know how to use it. Staggering is what it does which icebreaker can do as well without a fancy perk because that's what snipers do. I'd much rather use an exotic slot for something useful, not just a plain Jane scout with less DPS than legendaries

That's fine if u want to use a different exotic or prefer one over the other but that doesn't mean it's a bad gun if a special or heavy is better....your logic makes no sense
