DLC is on disk. Just no mission triggers to spawn enemies when people glitch in.

The Crota Raid, PVP maps, end of last story mission and the new gear weren't on the disc.

Just because you couldn't glitch into Crota doesn't mean it wasn't there. Pvp maps might have been there but you can't glitch into those either. Look at all the other shit that was found on disk. Yes it was empty but if there is no mission to trigger the enemies they don't spawn.
