While individual stats may be better for VoG weapons, they will do less damage to a level 32 enemy than, say, a 331 vendor weapon I could simply purchase. I think that's what is being argued here.

I understand Your point but this is simply not the case. As I previously stated the attack level is independent of other weapon stats so a "new" weapon may have a higher attack value but rubbish DPS (rate of fire x impact). So even though a weapon may have a higher attack value doesn't mean the weapon performs better overall. Even with a lower attack value the VOG primaries can take down shields none of the new Leg primary weapons do this. They are incredibly useful in nightfalls with an elemental modifier. They have higher stats and better perks across the board so even though a newer weapon may have higher attack its combination of DPS and perks will likely be less effective even against higher level enemies (think firefly on fatebringer coupled with that superfast reload on a critical kill) Lets not forget that also at this moment in time nightfall / weekly heroic at highest level is still 30. Crotas end features only a few lvel 32 enemies all of which should really be taken down with super/heavy weapons as opposed to plugging away with primaries. This is my argument here - The VOG weapons are still completely viable in 90% of current game content by the time the hard raid is released people will start amassing their replacements.
