Open for discussion. Wording is not 100% clear. That being said Bungie can ban any player at anytime for any reason. It's their game and they hold that right. Network minipulation bans usually only happen when you use it against other players (lag switching as an example) Since everyone in a raid is working together for a common goal it may not be the same thing. Hence why I said wording is a little grey. Bungie also wouldn't be able to tell if someone is directly leaving or if they happened to lag out or have a problem with their game/system.
